DuPage County Medical Society Members Can Lead Positive Change

Health care in the United States has entered a period of significant change.  Many physicians have strong opinions about how to shape the changes moving forward, but are uncertain about how to act on their ideas.

If you have a "great idea" or a "gripe" about health care delivery, you can proactively influence health care policy by writing a resolution to be considered by the Illinois State Medical Society policy-making body, the House of Delegates (HOD).

library.constantcontact.com/download/get/file/1102737359281-23/ISMS+HOD+Resolution+Guide.pdf explains in detail how to craft a successful resolution, but the most important step is to first decide exactly what you want ISMS to do.  This "action" constitutes the RESOLVED portion of the resolution.  If there are multiple actions, then each action is written as a separate RESOLVED. 

For example, if you were concerned about childhood obesity, you might ask the ISMS HOD to invite other state medical societies to join a coalition and then sponsor a joint education program.

Formulating health policy is a collaborative, deliberative process.  Last year, for example, DCMS put forth a strong resolution on Health Courts and other liability alternatives (
dynamicdata/data/File/MembersOnly/RES56AsSubmitted.pdf) that was adopted.  The HOD modified the resolution (dynamicdata/data/File/MembersOnly/RES56AsAdopted.pdf), but it still carried the strong intent of the original.  Click on the links to compare the two.

Resolutions to ISMS can be sponsored by DCMS or by individual members.  All resolutions that are submitted to the DCMS Board of Directors by February 1, 2011, will be reviewed and considered for DCMS sponsorship.  If DCMS declines to sponsor the resolution, a member can still have a delegate submit the resolution as an individual.
